An analysis by the research firm TIFA has revealed that Cabinet Secretary for Interior and National Administration Kithure Kindiki leads as the most engaged cabinet secretary followed by Florence Bore of Labor and Social Protection.
The period under analysis was January to December 2023. The list of cabinet secretaries (CS) with the most activities in the country was led by Kindiki with 192 followed by Bore with 183. Zacharia Njeru of Lands, Public Works, Housing, and Urban Development came third with 165, Health CS Susan Nakhumicha 162, and Prime Cabinet Secretary Musalia Mudavadi 159.
The research analyzed data from news media, official ministry channels, and their personal social media pages.
Cabinet secretaries’ activity in home counties
On the list of activity in home counties, Cabinet Secretary for Mining, Blue Economy and Maritime Affairs Salim Mvurya was at the top with 20%, CS for Agriculture Mithika Linturi with 19%, Zacharia Njeru with 16%, and education’s Ezekiel Machogu and ICT’s Eliud Owalo with 13% of activity in their home counties.
However, Kithure Kindiki had the lowest number of activities in his home county followed by Susan Nakhumicha. However, Mvurya had the highest number of home visit activities followed by Linturi and Njeru.
Kindiki however continued to take the lead in another category having visited the highest number of counties 41 out of the 47 followed by Nakhumicha.
International travels by cabinet secretaries
Regarding international travel, the most travelled CS is tourism’s Alfred Mutua at 28%, Moses Kuria of public service at 16%, Mvurya at 14%, treasury’s Njuguna Ndung’u at 13%, and Mudavadi at 12%.
The least travelled CSs internationally are Machogu and Kindiki at 0% while transport’s Kipchumba Murkomen, gender’s Aisha Jumwa, and Nakhumicha stand at 2%.
However, regarding where cabinet secretaries’ engagements happened, 54 % of them were done in Nairobi, which is more than half, presenting the capital as the centre of operations for the cabinet leaders.
President William Ruto has been under scrutiny by the public and opposition leaders who questioned his frequent trips outside the county saying the many trips are costly to taxpayers. State House defended the trips saying the president needed to meet other country leaders for the benefit of the nation.
Ruto has also in the past expressed his disappointment with the fact that some leaders in the cabinet do not know what happens in their ministries.
