Back to the drawing board: Why DPP Noordin Haji now wants CS Henry Rotich arrested

Treasury Cabinet Secretary Henry Rotich and National Environment Management Authority (NEMA) CEO Geoffrey Wahungu have presented themselves at the DCI headquarters, following an order by the Directorate of Public Prosecution.

The DPP Noordin Haji directed the DCI to make arrest of 28 officials invoved in the Arror and Kimwarer Sh.19 billion scandal.

Among those needed by Mr. Haji are Treasury Principal Secretary Kamau Thugge and Former KVDA MD David Kimosop, who has since gone missing.

The big question arise as to why the DPP now wants Henry Rotich after months of investigation?

Speaking to NTV on Monday, Noordin Haji confirmed that the order comes professionally and independently from external influence.

“The decision to prosecute CS Henry Rotich, PS Kamau Thugge and others has been made professionally, independently, devoid of any external influence, political consideration, or any other extraneous matters.” said Mr. Haji.

CS Rotich has served been in the office since the onset of the jubilee administration, evading President Uhuru Kenyatta’s Cabinet reshuffle.

However, his 25 year career in finance stands threatened, with the dams corruption charges levelled against him, and said to have costed the country Sh19B, following the DPP’s thorough take on the graft.

Just how did the dam scandal surfaced?

Accordion to the DPP, the said contract, which was signed between KVDA and CMC Di Ravenna(A German-based company), shows that Kimwarer Dam would cost $204,020,149.02 (approx. Ksh. 20 billion) while Arror Dam would cost $252,188,732.27 (approx. Ksh.25 billion), totaling approximately Ksh.46 billion., the amount which was later negotiated to 63 billion by the National Treasury.

The DPP report also shows that that the Henry Rotich-led-docket increased the amount by Ksh.17 billion for commercial facilitation.

“Of note, out of the Ksh.63 Billion in respect of the projects, as at January 2019, the government of Kenya has made the following payments: advance payment, commitment fee, insurance and other costs totaling Ksh.19,714,366,991,” he said.

Earlier, three officials from the Kerio Valley Development Authority (KVDA) were arrested and are presently being detained at Central Police Station in Eldoret.

The trio include David Juma Onyango and Francis Chepkonga Kipkech from the Tender Committee, as well as Charity Mui (Ad hoc Technical and Financial Evaluation Committee ).
