NPSC to adopt new guidelines in upcoming recruitment of 10,000 police constables

MOMBASA, Kenya – The National Police Service Commission (NPSC) has announced that it is working around the clock in preparation for the upcoming recruitment of 10,000 police constables.

Led by its chairperson, Amani Komora, NPSC today, Friday, September 5, 2025, held its first sitting at the Kenya School of Government in Mombasa County.

During the meeting, the Commission deliberated on the upcoming recruitment of the 10,000 police constables.

“To strengthen the recruitment process, the Commission adopted the National Police Service Commission (Recruitment and Appointment) Regulations, 2025, which will guide the recruitment,” Komora said.

The regulations, Komora disclosed they were developed pursuant to Section 28 of the National Police Service Commission Act to address the gaps identified in the 2015 regulations while incorporating emerging issues in policing and human resource management.

“These proposed regulations aim at streamlining the recruitment of members of the Service to promote transparency and ensure merit-based selection in the recruitment process,” Komora added.

What else did NPSC consider and approve

Komora further said that the Commission also considered and approved a comprehensive roadmap and instruments to facilitate the immediate commencement of the recruitment exercise.

“The roadmap outlines key stages, including the advertisement of vacancies and the final selection of successful candidates who will thereafter report to designated training colleges,” he explained.

The Commission is expected to soon advertise vacancies as part of a structured recruitment process aimed at ensuring successful candidates report to training colleges later in the year.

“The Commission, therefore, encourages all qualified applicants who will meet the stipulated requirements to apply. This recruitment drive is aimed at strengthening the capacity of the Service to effectively discharge its mandate of securing the nation,” said Komora.

NPSC is established under Article 246 of the Constitution with the mandate to recruit and appoint persons to hold office in the National Police Service, determine promotions and transfers and exercise disciplinary control over members of the Service.

Article 245 of the Constitution grants the Inspector General of Police the mandate to exercise independent command over the National Police Service, ensuring its operational efficiency, discipline and overall effectiveness.

“Today’s deliberations were constructive, highlighting the shared responsibilities and hence commitment to strengthen collaboration, mutual respect and effective coordination in the management of the Service,” Komora added.

Further, the Commission announced the election of Prof. Collette Suda as its Vice-Chairperson.

The Vice-Chairperson plays a critical administrative role in deputising the Chairperson.

“With the Commission now fully constituted, we are confident in our capacity to spearhead the far-reaching reforms that will entrench a professional, responsive and people-centric Police Service. We remain united and steadfast in fulfilling our constitutional mandate of providing effective Human Resource Management within the National Police Service,” said the chairman.
