
The Energy and Petroleum Regulatory Authority (EPRA) on Monday convened a public consultative forum in Meru County to deliberate on the seven draft upstream and midstream petroleum regulations.
The meeting is part of a nationwide series of stakeholder engagements designed to gather feedback from county leaders, industry players and members of the public.
The insights collected will help shape the final regulatory framework for Kenya’s petroleum sector.
EPRA is also inviting written submissions or memoranda, which may be dropped off at its Nairobi head office or any satellite office countrywide during working hours (8:00 a.m. – 5:00 p.m.), or sent via email to directorgeneral@epra.go.ke. The deadline for feedback is 10th September 2025.
Kenya’s petroleum sector is governed by the Constitution of Kenya (2010), the Energy Act, 2019, the Petroleum Act, 2019 and the Model Production Sharing Contract (PSC).

The Petroleum Act provides a framework for exploration, development, production and cessation of upstream petroleum operations, while the PSC guides negotiations between the government and oil exploration companies.
EPRA’s mandate covers regulation of the entire petroleum value chain from exploration and production to processing, transportation, storage, importation, exportation and sale.
The Authority developed the draft regulations in collaboration with stakeholders, including the State Department of Petroleum and experts from economic planning, legal and regulatory fields.
