Chelsea FC has emerged top in the list of largest UEFA financial sanctions imposed on European clubs.
According to a latest report analysing the sanctions between 2014 and 2026, the European football club’s combined sanctions amounted to €91 million (KSh 13.3 billion) in 2025.
Manchester City were found guilty on September 29, 2026, of serious Premier League financial-rule breaches covering nine seasons, and are awaiting punishment.
The report by Winsportsonline identified the 15 largest cases carrying maximum financial sanctions of at least €20 million (KSh 2.9 billion) in a single monitoring year.
Paris Saint-Germain (PSG) ranked second in the list with €65 million (KSh 9.5 billion), with its 2014 case closing the top five highest sanctions at €60 million (KSh 8.8 billion).
Barcelona and Manchester City cases each reached €60 million.
The report showed that all the cases carry a combined maximum of €603.5 million (KSh 88.1 billion), but only €174.5 million (KSh 25.5 billion), or 28.9%, was unconditional.
It further showed that the remaining €429 million (KSh 62.6 billion), or 71.1%, was conditional on clubs meeting future financial requirements.
Juventus appeared three times, more than any other club, while 12 of the 15 cases were imposed from 2022 onward.
What UEFA’s financial control rule entails
“UEFA’s system of financial control has changed considerably since the first major Financial Fair Play settlements in 2014. Earlier cases were dominated by the break-even requirement.
“The current financial sustainability framework also includes the football earnings rule and the squad cost rule, which limits spending on player and coach wages, transfers and agents relative to club revenue,” read the report in part.
English Premier League side Aston Villa received a maximum €22.5 million (KSh 3.3 billion) squad cost fine in 2026, on top of the 2025 case cost amounting to €26 million.
Other teams in the list include Lyon (€50 million), Roma (€35 million), Inter (€26 million), and Strasbourg (€25 million).
